  16. <p>Frustrated, Peru's President shuts down Congress and rules by
  17. decree
  18. </p>
  19. <p>     Relentless terrorism and economic disintegration dealt a
  20. mortal blow to Peru's fragile democracy. With military support,
  21. President Alberto Fujimori closed down Congress and the
  22. judiciary, suspended the constitution and said he would rule by
  23. decree. Troops and tanks surrounded the Palace of Justice and
  24. the parliament building; journalists and opposition politicians
  25. were placed under arrest.
  26. </p>
  27. <p>     The only surprise for many observers was that it took so
  28. long for the putsch to come. Large tracts of Peruvian territory
  29. have been overrun by drug traffickers and vicious Shining Path
  30. guerrillas, whose terrorist campaign has reached the shantytowns
  31. around Lima, the nation's capital. Less than 20% of the work
  32. force is employed full time. More than half of Peru's 22 million
  33. people live in dismal poverty; a recent cholera epidemic killed
  34. more than 3,000.

  36. <p>     While some expressed sympathy for Fujimori's plight, the
  37. U.S. cut off all new nonhumanitarian aid, and the Organization
  38. of American States scheduled an emergency meeting to consider
  39. economic sanctions of the kind imposed on Haiti's dictatorship.
